Man arrested in South Windsor after hitting pedestrian with car

SOUTH WINDSOR, CT — Police arrested a 75-year-old Avon man Tuesday on a warrant charging him with evading responsibility and failure to exercise care to avoid a pedestrian.

Kulwant Singh turned himself in at police headquarters and was released on a $1,000 non-surety bond.

The charges stem from a May 2026 incident in which Singh was driving near 1451 Ellington Road and struck the left arm of a pedestrian walking on the side of the road, causing minor injury.

Investigators determined Singh knew he had hit the pedestrian but did not stop to check on him.

Singh is scheduled to appear in Manchester Superior Court on July 27.
