NORWALK, CT — Police arrested two men following an investigation into illegal cannabis sales at vape shops in the city.
Members of the Special Services Division executed search-and-seizure warrants at two separate locations on June 23 and 24, 2026.
Officers executed the first warrant at Norwalk Convenience at 213 Main Street on Tuesday, June 23, 2026.
Ahmed Salem Khayar was identified as the sole occupant and clerk during the search.
Officers seized 4.43 ounces of cannabis products and nitrous oxide, along with cash and other items of evidentiary value.
On Wednesday, June 24, 2026, officers executed a search-and-seizure warrant at Mr. Vape at 203 Liberty Square.
Mohsin Abdallah Said was identified as the clerk and sole occupant.
Officers seized 1.63 pounds of cannabis products, along with cash and other items related to the investigation.
Under Connecticut law, it is illegal to sell products that contain a total THC concentration greater than 0.3 percent without a state-issued license, as well as to sell pure cannabis outside of a licensed dispensary.
Ahmed S. Khayar, 29, of New York, New York, was charged with sale and possession of a controlled substance and violation of restricted substances.
He was held on $5,000 bond and is scheduled to appear in court July 7, 2026.
Mohsin A. Said, 46, of Norwalk, was charged with sale and possession of a controlled substance.
He was held on $5,000 bond and is scheduled to appear in court July 9, 2026.
