JAMESTOWN, NY — Officers responded to a west side address for a report of a domestic incident at about 2:39 a.m. Friday.
Upon arrival, police found that Wayne E. Leeper held a victim down for a period of time, not allowing her to escape.
The incident took place in front of a juvenile under the age of 17.
Leeper was placed into custody without incident and transported to the Jamestown City Jail.
He was held pending arraignment on charges of unlawful imprisonment in the second degree and endangering the welfare of a child.
