GREECE — A 19-year-old Rochester man has been arrested in connection with a fatal hit-and-run crash that killed a 63-year-old Greece resident on English Road.
Greece Police officers responded to the 1200 block of English Road at approximately 11:37 p.m. Friday for a report of an unconscious male lying in a ditch.
Upon arrival, officers found the 63-year-old Greece resident unresponsive and suffering from severe injuries consistent with being struck by a vehicle.
Officers immediately began CPR, but the victim was pronounced deceased at the scene.
Through investigation, officers determined the incident to be a hit-and-run.
At approximately 12:45 a.m. Saturday, the driver, Frankie L. Spencer of Rochester, returned to the scene with the involved vehicle.
Spencer admitted to striking the victim while driving on English Road.
He was taken into custody and evaluated for impairment.
Spencer was charged with leaving the scene of a fatal motor vehicle accident, a Class D felony, and driving while ability impaired by drugs, an unclassified misdemeanor.
Spencer was taken to the county jail where he was arraigned in CAP Court.
The incident remains under active investigation by the Greece Police Department.
