2 arrested in Cairo timecard fraud scheme

CATSKILL — Two Cairo residents were arrested Tuesday on charges related to fraudulent timecard submissions at the Town of Cairo Ambulance, New York State Police announced.

Stanley Dushane, 43, and Kayla Byrnes, 33, were taken into custody following a Bureau of Criminal Investigation probe that began Jan. 24 after discrepancies in employee timecards were reported.

The investigation determined that Dushane worked shifts assigned to Byrnes at the Town of Cairo Ambulance while Byrnes was employed as a paramedic at a different location.

Police said Dushane altered timecards on three occasions to reflect Byrnes as present and working, resulting in her receiving payment for hours she did not work.

Both individuals were arrested and processed at State Police Catskill without incident.

Dushane is charged with falsified business record: make false entry, a class A misdemeanor, and forgery in the second degree: public record, a class D felony.

Byrnes is charged with petit larceny, a class A misdemeanor.

Byrnes was issued an appearance ticket returnable to the Town of Cairo Court on July 22 at 1:00 p.m.

Dushane was arraigned in the Town of Catskill Court and released on his own recognizance.

He is scheduled to appear in court on July 10 at 1:00 p.m.
