PENN YAN — Penn Yan Police arrested Rayna L. Rios, 19, of Penn Yan for endangering the welfare of an incompetent or physically disabled person and harassment following a report of a domestic incident.
Officers were called to a residence where Rios was the caregiver of a physically disabled relative.
Rios allegedly got into an argument with the victim and struck her with a closed fist.
Rios also allegedly dumped Gatorade and powdered creamer on the victim who was unable to get away due to their disabilities.
Rios was taken into custody and held for CAP arraignment for the purposes of obtaining an order of protection.
