Utica man arrested for possessing child exploitation material

UTICA — A Utica man was arrested after authorities found illicit material in his possession.

The arrest followed an investigation initiated by a report from the National Center for Missing and Exploited Children. The report indicated that child exploitation material had been uploaded online by an unknown individual.

The case was first directed to the New York State Police Internet Crimes Against Children Task Force in Albany. It was later transferred to Oneida County Sheriff’s Investigator Mark R. Chrysler.

A search warrant was executed on the morning of March 3 at a Hope Street address. The search was conducted by members of the Oneida County Child Advocacy Center, with support from multiple agencies.

Colin J. Kelsey, 27, was charged with one count of possessing a sexual performance by a child and two counts of promoting a sexual performance by a child.

Kelsey was arraigned in Utica City Court and remanded to the Oneida County Jail on $10,000 cash bail.

The case is now with the Oneida County District Attorney’s Office for review.
