ORLEANS — The Orleans Central Supervisory Union (OCSU) board has announced the appointment of Jacquelyn Ramsay-Tolman as the district’s next superintendent, effective July 1, 2025. Ramsay-Tolman will succeed Penny Chamberlin, who is retiring.
The decision followed a comprehensive search process that began in October 2024 and included input from staff, faculty, students, and the community. Ramsay-Tolman was one of three finalists selected by an interview committee and participated in multiple forums, school visits, and final interviews before the board voted to offer her the position.
Ramsay-Tolman brings over 25 years of experience in education, including roles as acting superintendent, director of learning and instructional impact, special educator, and principal. She is nationally recognized for her work in driving systemic improvements in student learning and is passionate about creating equitable systems that ensure all students have the tools and opportunities to succeed.
In addition to her administrative roles, Ramsay-Tolman serves as an adjunct professor at Saint Michael’s College, mentors future educators, and works as a nationally certified education consultant, supporting schools across the country in achieving improved outcomes through professional learning communities.
Rooted in servant leadership, Ramsay-Tolman emphasizes trust, transparency, and innovation. Her expertise spans curriculum and assessment development, equity practices, social-emotional learning, and educational finance. She holds advanced certifications from institutions such as Georgetown University and the University of Washington.
A Vermont-based leader with strong ties to rural communities, Ramsay-Tolman is committed to building inclusive systems that address the unique needs of every learner. Her ability to foster authentic relationships with students, educators, families, and policymakers has established her as a respected advocate for public education.
