MANCHESTER — Manchester Police Department served an arrest warrant on Dec. 6 for one of its own officers, Sgt.

Ryan Moan, for multiple charges involving a minor.

Moan, who has been with the department since February 2017 and was recently overseeing school resource officers for the city’s public schools, faces allegations that include risk of injury to a child, enticing a minor by computer, misrepresentation of age to entice a minor, and tampering with physical evidence.

Following his arrest, Moan was processed and released on a $50,000 non-surety bond.

He is scheduled for arraignment at the Manchester GA 12 court on Jan. 3.

The investigation remains active, and the arrest warrant has been sealed by the court.

Authorities have confirmed that the charges do not pertain to Moan’s actions as a police officer, nor is the victim a Manchester student or resident.

Lieutenant Ryan Shea encourages anyone with information about Moan’s conduct to contact him at (860) 645-5520 or via email at [email protected].

In the wake of these charges, Moan has been placed on unpaid leave pending further investigation.

The Manchester Police Department is handling the situation in accordance with legal procedures and departmental policy.
