Man turns himself in on child pornography charges in Cromwell

CROMWELL, CT — A man turned himself in to police on an outstanding arrest warrant related to child pornography charges.

Michael J. Bouchard, 29, of Cromwell, voluntarily surrendered to authorities on Feb. 2, 2026.

In January 2025, Cromwell Police detectives received a complaint regarding Bouchard from the National Center for Missing and Exploited Children.

Detectives collaborated with Department of Homeland Security investigators and members of the Internet Crimes Against Children Task Force to conduct an investigation.

Search warrants were executed at Bouchard’s Cromwell residence.

Forensic examination of seized devices and further investigation revealed evidence of child pornography, according to police.

Bouchard was charged with one count of possession of child pornography in the first degree, one count of importing child pornography and one count of promoting a minor in an obscene performance.

He was released on a $500,000 surety bond.
