Multiple DWI arrests reported across Capital Region

LATHAM, NY — State Police arrested a Cohoes man on drunken driving charges after receiving reports of an erratic vehicle on Interstate 87 southbound on May 15, 2026.

Troopers assigned to the Latham Interstate Patrol located the vehicle at about 5:41 p.m. and stopped it on Troy Schenectady Road in Colonie for a vehicle and traffic law violation.

The driver was identified as Ismail N. Stewart, 25, of Cohoes.

Stewart was arrested for Driving While Intoxicated and other vehicle and traffic law violations.

He was transported to State Police Latham for processing where he recorded a 0.23% blood alcohol content.

Stewart was issued a ticket returnable to Colonie Town Court on June 1, 2026, and released to a sober third party.

State Police of Clifton Park stopped a vehicle on Interstate 87 in Clifton Park at about 3:42 a.m. on May 17, 2026, for a vehicle and traffic law violation.

The driver was identified as Kayla L. Feliciano, 33, of Albany.

A child under the age of 16 was also located in the vehicle and turned over to a family member.

Feliciano was arrested for Endangering the Welfare of a Child, Aggravated Driving While Intoxicated with a Child (Leandra’s Law), and other vehicle and traffic law violations.

She was transported to State Police Clifton Park where she recorded a 0.11% blood alcohol content.

Feliciano was issued an appearance ticket returnable to Clifton Park Town Court on May 19, 2026, and released to a sober third party.

State Police of Wilton responded to the area of Main Street in South Glens Falls at about 4:01 a.m. on May 17, 2026, for the report of an unresponsive driver in a vehicle.

The driver was identified as Gerald J. Schroeder, 39, of Fort Ann.

Schroeder was arrested for Driving While Intoxicated and transported to State Police Wilton for processing where he recorded a 0.18% blood alcohol content.

Schroeder was issued tickets returnable to Moreau Town Court on June 17, 2026, and released to a sober third party.

State Police assigned to the Latham Interstate Patrol responded to a two-car collision on Interstate 90 in Albany at about 8:44 p.m. on May 17, 2026.

The investigation determined a vehicle being driven by Roy T. Shuluwa, 46, of Albany, was traveling westbound when he reportedly changed lanes unsafely and sideswiped another vehicle.

Shuluwa then lost control of his vehicle and struck the concrete barrier.

A child under the age of 16 was located in Shuluwa’s vehicle at the time of the collision and no injuries were reported.

Shuluwa was arrested for Endangering the Welfare of a Child, Aggravated Driving While Intoxicated with a Child (Leandra’s Law) and other vehicle and traffic law violations.

He was transported to State Police Latham for processing where he refused to provide a sample to determine the alcohol content of his blood.

Shuluwa was issued an appearance ticket returnable to Albany City Court on June 1, 2026, and released to a sober third party.

State Police of Clifton Park responded to the report of an erratic vehicle on McDonough Way in Clifton Park at about 3:32 p.m. on May 18, 2026.

Troopers located the vehicle in a nearby parking area and identified the driver as Jessie K. Costanzo, 45, of Ballston Spa.

Also located in the vehicle were two children under the age of 16 who were turned over to a family member.

Costanzo was arrested for two counts of Endangering the Welfare of a Child, two counts of Aggravated Driving While Intoxicated with a Child (Leandra’s Law) and other vehicle and traffic law violations.

She was transported to State Police Clifton Park where she provided samples to determine the drug content of her blood.
