SOUTH WINDSOR, CT — A Plainville man was arrested on larceny and illegal operation charges stemming from unfulfilled airport transportation services.
Mitchell T. Kloter, 26, was taken into custody on Friday at 3:38 p.m. on two active arrest warrants, according to the South Windsor Police Department.
The charges stem from two separate incidents in July and August 2025 involving South Windsor residents.
Police determined Kloter accepted payment for airport transportation through his business, Eastern Rentals and Transportation, but did not fulfill his obligation and refused to provide refunds.
Kloter was initially taken into custody by Connecticut State Police and transferred to South Windsor police, where he was processed.
He was charged with two counts of larceny in the second degree and two counts of illegal operation of a livery motor vehicle without a permit.
Kloter was released on $6,500 total surety bond.
He is scheduled to appear in Manchester Superior Court on May 20, 2026, at 9 a.m.
