Man charged with drug possession in Chazy

CHAZY, NY — New York State Police charged Raymond J. Martin H., 38, of Champlain, with four counts of Criminal Possession of a Controlled Substance in the 7th degree, two counts of Criminal Use of Drug Paraphernalia in the 2nd degree, and Operating a Motor Vehicle While Impaired by Drugs on April 15, 2026.

At approximately 6:15 a.m. on April 15, 2026, troopers responded to Lakeshore Road in the town of Chazy for a welfare check on a male inside a vehicle.

Upon arrival, troopers observed a 2006 Jeep Liberty parked on the side of the road with the engine running and keys in the ignition.

The operator was found sleeping behind the wheel.

Troopers were able to wake the operator, who was identified as Martin.

During the interview, Martin exhibited signs of impairment.

Standardized Field Sobriety Tests were administered, which he failed.

While conducting an inventory of the vehicle, troopers located drug paraphernalia and narcotics inside.

Martin was then detained and searched, at which time additional narcotics were found on his person.

He was transported to SP Champlain for further processing.

Further investigation revealed that Martin had two outstanding warrants in the states of Virginia and North Carolina.

After consulting with the Southampton County Sheriff’s Office in Virginia, authorities confirmed they would seek extradition.

Martin was arraigned in Champlain Town Court and remanded to the Clinton County Jail, where he is being held pending extradition by the Southampton County Sheriff’s Office.
