Man arrested on child sex abuse charges in Kingston

KINGSTON, NY — New York State Police have arrested a Kingston man following an investigation into allegations of child sexual abuse.

Tobias A. Buchanan, 25, of Kingston, was taken into custody on May 20, 2026, by the State Police Bureau of Criminal Investigation at Kingston.

The investigation began on March 21, 2026, after State Police Kingston received a report alleging that Buchanan had engaged in sexual contact with a child less than 17 years of age.

Buchanan was charged with rape in the 3rd degree, actor 21 or more, vaginal sexual contact with a person less than 17 years of age, a class E felony.

He was also charged with sexual misconduct, engage in vaginal contact without consent, a class A misdemeanor.

Additional charges include two counts of endangering the welfare of a child, a class A misdemeanor, and unlawful dealing with a child 1st degree, alcohol, a class A misdemeanor.

Buchanan was transported to State Police Kingston for processing without incident.

He was arraigned at the Town of Ulster Court with bail set at $15,000 cash, $50,000 bond, and $100,000 partially secured bond.

Buchanan was remanded to Ulster County Jail.

The victim was granted a full stay away order of protection against Buchanan.

He was scheduled to appear in City of Kingston Court on May 21, 2026, at 8:30 a.m.
