MORIAH, NY — A 29-year-old man was arrested on multiple child exploitation charges following a search warrant operation in the early morning hours of May 22, 2026.
Philip C. Barker, of Mineville, was taken into custody by the New York State Police Troop B Computer Crime Unit in coordination with Homeland Security Investigations and the Clinton County Sheriff’s Department.
Barker faces one count of attempted aggravated patronizing a minor for prostitution in the first degree, a class C felony.
He also faces nine counts of promoting an obscene sexual performance by a child as a sexually motivated offense, each a class D felony.
Additional charges include one count of promoting a sexual performance by a child as a sexually motivated offense, a class D felony, and one count of use of a child in a sexual performance, a class C felony.
Barker was arraigned in the Town of Moriah Court and remanded to Essex County Jail.
The investigation remains ongoing and is being conducted jointly by the New York State Police, Homeland Security Investigations and the Clinton County Sheriff’s Department.
