EAST LAMPETER TOWNSHIP, PA — A man was charged after police said he was impaired during a 5-kilometer event and was later found to have a blood alcohol content of 0.195% on May 16.

Officer Dykshoorn of the East Lampeter Township Police Department was monitoring a Girls on the Run 5K event in the Greenfield Corporate Center at about 9:40 a.m. when he saw a red Chevrolet sedan traveling eastbound on William Penn Way with an expired inspection, police said.

A few minutes later, the officer saw the vehicle’s operator jogging in the opposite direction of other 5K participants, causing them to move out of his way, according to police.

Police said the man had his shirt off and was waving it around his head while high-fiving participants running past him.

The officer approached the man, who identified himself as Steven Sturges, and observed signs of impairment, police said.

Police said Sturges admitted consuming alcohol.

An investigation led to his arrest on charges of DUI-general impairment, DUI-highest rate, public drunkenness, open container, driving while operating privilege is suspended and driving without valid inspection, according to police.

Sturges submitted to a breath test that showed a BAC of 0.195%, police said.

Charges were filed May 20 with the office of Magisterial District Judge B. Denise Commins, according to police.
