Man wanted on disorderly conduct charge in Stroudsburg

STROUDSBURG, PA — Police are seeking a man wanted on charges of disorderly conduct and possession of drug paraphernalia stemming from an incident last year.

Andrew C. Bell, 38, of Pennsylvania, is wanted on an active arrest warrant issued after a summons was returned undelivered.

On Friday, March 29, 2024, officers were dispatched to North 3rd Street for a report of a suspicious male who was threatening someone.

Upon arrival, contact was made with the caller who stated he had an argument with his friend and was fearful he would assault him.

The male was located in a van on the 300 block of Lower Main Street and identified as Bell.

Officers discovered Bell had an active warrant out of PSP-Stroudsburg.

Bell was searched incident to arrest and found in possession of multiple items of drug paraphernalia.

Bell became extremely uncooperative, screaming and attempting to kick an officer while being placed into the patrol vehicle.

No persons or officers were injured during the incident.

Bell was transported to the Monroe County Correctional Facility on the warrant charges.

Additional charges were later filed and a warrant was issued in May after the summons was returned undelivered and multiple attempts to contact Bell failed.

Bell is believed to be homeless.
