WARRINGTON, PA — Police arrested a man Monday evening after he was found intoxicated and obstructing traffic at the intersection of Easton Road and Freedoms Way.

Officers responded to the scene around 7:33 p.m. for a report of an intoxicated individual in the roadway.

Police said they found Delvin Desidoro Montecinos-Flores, 40, of Philadelphia, stumbling into traffic and approaching moving vehicles, causing several drivers to swerve to avoid hitting him.

According to police, Montecinos-Flores showed signs of intoxication and was taken into custody.

While being held in a cell, Montecinos-Flores allegedly urinated in a toilet, placed his feet in the toilet, and smeared them across the cell door and glass, police said.

A search of his backpack revealed a three-quarters empty bottle of vodka and two broken glass smoking devices containing burnt residue, according to police.

Montecinos-Flores was arraigned before Judge Douple, who set bail at $1,000, with 10% cash.

He was transported to the Bucks County Correctional Facility.

He faces charges of possession of drug paraphernalia, public drunkenness, and obstructing highways and other public passages.
