Man charged with misusing 911 in Carlisle

CARLISLE, PA — A 21-year-old man faces multiple charges after allegedly calling 911 more than 20 times without an emergency and contacting a woman hundreds of times.

Zachary T. Shoemaker, of Pennsylvania, was charged with misuse of a 911 communications facility, harassment by communication, and harassment by physical contact.

Police said Shoemaker contacted 911 over 20 times in less than an hour and a half with no emergency.

Shoemaker also allegedly contacted a female victim more than 240 times over a 12-hour period, according to authorities.

Police said Shoemaker appeared unannounced at the victim’s residence and shoved her.

Shoemaker was arrested on April 15, 2026, and arraigned.
