ROME, NY — Police responding to a welfare check discovered a toddler alone in a bathtub and an unconscious woman inside a residence on April 11, 2026.
Officers were dispatched to 107 Palmer Avenue at approximately 1:47 p.m. Sunday.
Upon arrival, officers heard a child crying inside the residence but received no answer at the door.
Officers made entry into the home and found a child younger than 2 years old in the bathtub with no apparent injuries.
An adult female was also located in the residence, unconscious but breathing.
Both the child and the woman were transported to Rome Health for evaluation.
Police located a variety of paraphernalia in the home.
The woman was identified as Carrie C. Bachmann, 34, of Rome.
Bachmann was charged with one count of endangering the welfare of a child.
She was released with an appearance ticket and is scheduled to appear in Rome City Court at a later date.
