Wanted sex offender arrested after standoff in Endwell

ENDWELL, NY — A Kirkwood man is facing felony charges following a standoff with members of the Broome County Sheriff’s Office Warrants and SWAT divisions.

On Tuesday, members of the Broome County Sheriff’s Office Warrants Division conducted a warrant execution at Marian Apartments, located at 701 Hooper Road.

The Warrants Division members had successfully located the subject of the warrant, Paul Stuart II, 47, of Kirkwood, who had been sought by law enforcement on an outstanding warrant for failure to register as a sex offender.

Upon making contact with deputies, Stuart allegedly locked the door and barricaded himself in the room, refusing to come out and brandishing a handgun.

A resident of Marian Apartments was also present in the apartment with Stuart throughout the standoff.

The Broome County Sheriff’s Office and members of the New York State Police then secured the immediate area around the apartment as well as the apartment building, evacuated all residents in nearby apartments to other parts of the Marian building and closed off a portion of Hooper Road at Farm to Market Road to traffic.

Deputies also remained in contact with Union-Endicott and Maine-Endwell school districts, along with nearby daycare centers to keep them informed as the situation developed.

Southern Tier SWAT was deployed to the location and a deputy, along with Broome County and Vestal Police negotiators spoke with Stuart for nearly an hour before he surrendered peacefully.

Stuart was taken into custody without further incident and following a full investigation, was charged with criminal possession of a weapon in the second degree, a Class C felony; menacing a police officer, a Class D felony; and obstructing governmental administration in the second degree, a Class A misdemeanor.

The Broome County Sheriff’s Office was assisted by the New York State Police, Endicott Police Department, Vestal Police and Southern Tier SWAT in this investigation.
