HORSEHEADS, NY — State Police have arrested a 59-year-old man in connection with a burglary at a seasonal residence in the town of Ashland.
Arthur L. Barrett, of Elmira, was taken into custody March 19 following a DNA match that linked him to the crime scene.
State Police responded to a reported burglary Oct. 15, 2025, at a residence on Toe Path Road in Lowman, Chemung County.
The investigation revealed that multiple items had been forcibly taken from the residence.
The case was assigned to the State Police Bureau of Criminal Investigation, and crime scene evidence was collected and submitted for forensic analysis.
On Feb. 20, investigators received notification of a DNA match through the New York State DNA Index System, identifying Barrett as a contributor to DNA recovered at the scene.
Further investigation revealed that Barrett had previously been located inside the same residence during a separate incident in December 2025.
State Police located Barrett at a homeless encampment on Lackawanna Trail in Elmira on March 19.
He was taken into custody without incident and transported to State Police headquarters in Horseheads for processing.
Barrett was charged with third-degree burglary, a class D felony.
He was arraigned in Ashland Town Court and released on his own recognizance.
Barrett is scheduled to return to court April 21.
