SOUTH WINDSOR, CT — Police arrested a homeless man on theft, drug possession and interfering charges after responding to a shoplifting report at a local Target store.
Craig Hart, 55, was taken into custody at 10:10 p.m. Saturday at Target, 125 Buckland Hills Drive, according to the South Windsor Police Department.
Police responded to reports of a theft in progress at the store.
Officers identified Hart as the suspect and recovered $193 in stolen merchandise.
During the investigation, Hart purposefully misidentified himself and refused to have his fingerprints taken, police said.
He was also found in possession of PCP.
Hart was charged with criminal attempt at larceny in the sixth degree, possession of a controlled substance and interfering with an officer.
He was held on a $100,000 surety bond and was scheduled to appear in Manchester Superior Court Monday morning at 9 a.m.
In other arrests, police arrested Allen M. Collins, 43, of South Windsor, at 11:43 p.m. Friday on an active arrest warrant.
Collins’ charges stem from a July 2024 burglary and theft at the South Windsor Swim and Tennis Club, 2965 Ellington Road.
Police determined Collins broke into the clubhouse, damaged property and stole money from cash boxes.
Collins was linked to the incident through DNA evidence left at the scene.
He was charged with burglary in the third degree, criminal mischief in the first degree and larceny in the sixth degree.
Collins was taken into custody by the Vernon Police Department and transferred to South Windsor police custody.
He was held on a $30,000 surety bond and was scheduled to appear in Manchester Superior Court Monday morning at 9 a.m.
Police also arrested Luis G. Leon, 34, of Manchester, at 9 a.m. Saturday on nine active arrest warrants.
Leon’s larceny charges stem from five separate thefts from Target, 125 Buckland Hills Drive, in May and June of 2025.
Leon also had four active failure to appear arrest warrants.
He was taken into custody by the Rocky Hill Police Department and transferred to South Windsor police custody.
He was released on a total bond of $60,000.
Leon is scheduled to appear in Manchester Superior Court on April 13 for the larceny cases and one of the failure to appear cases, March 30 in New Britain for two of the failure to appear cases, and March 31 in Hartford for the other failure to appear case.
Police arrested Jesse D. Castonguay, 44, of Manchester, at 9:50 a.m. Friday on an active arrest warrant.
Castonguay’s charge stems from a January larceny of $378.98 worth of alcohol from Town Center Wine & Spirits, 1735 Ellington Road.
Castonguay was processed and presented at Manchester Superior Court on Friday, as he was already in state custody from charges in other jurisdictions.
