Wrong-way driver charged with second-degree murder in Bolton

BOLTON, VT — A Jericho man has been charged with second-degree murder in connection with a wrong-way crash on Interstate 89 that killed a 21-year-old woman in December.

Timothy Wooster, 45, was issued a citation through his attorney Friday on charges of second-degree murder, grossly negligent operation with death resulting, 12 counts of aggravated assault and 12 counts of reckless endangerment.

The crash occurred at 5:22 p.m. Dec. 17 on Interstate 89 South near mile marker 72.6 in Bolton.

State police determined that Wooster had been traveling north in the southbound lanes for about 1.5 miles before colliding head-on with a southbound vehicle driven by Hailey Westcot, 21, of Northfield, who died at the scene.

Wooster’s 2022 Toyota Tundra sustained extensive front-end damage and was totaled.

Wooster suffered serious non-life-threatening injuries and was transported to the University of Vermont Medical Center.

Westcot’s 2018 Kia Sportage was totaled.

A third vehicle, a 2024 Freightliner Cascadia driven by Douglas Bailey, 50, of Londonderry, New Hampshire, sustained heavy front-end damage.

Bailey was not injured.

Weather conditions were clear at the time of the crash, and the road was dry.

Wooster was ordered to appear for arraignment at 10:30 a.m. March 12, 2026, in the Criminal Division of Vermont Superior Court in Burlington.
