ONEONTA, NY — A 19-year-old woman faces drug-impaired driving charges after she and a passenger were found unresponsive in a vehicle blocking a roadway.
Troopers, members of the Oneonta Police Department and firefighters responded to Chestnut Street near Daddy Al’s at approximately 1:30 p.m. on Feb. 19, 2026, for a report of a vehicle blocking the roadway with two people who were described as unresponsive.
When a trooper arrived, the vehicle had been moved into a parking lot and both occupants were awake and displayed characteristics associated with impairment.
The trooper observed what appeared to be illegal drugs and paraphernalia inside the vehicle.
Joslynn Marie Clark, 19, of Norwich, was charged with operating a motor vehicle while impaired by drugs and two counts of criminal possession of a controlled substance in the seventh degree, all misdemeanors.
The passenger, an 18-year-old male, was charged with criminal possession of a controlled substance in the seventh degree, a misdemeanor.
Both were issued appearance tickets to Oneonta Town Court on April 7, 2026.
