CANANDAIGUA, NY — A Phelps man was arrested Thursday on stalking and harassment charges following investigations in Ontario and Seneca counties.

David William Young Jr., 42, was taken into custody by New York State Police after separate complaints involving repeated unwanted electronic communications.

Young was charged in Ontario County with stalking in the fourth degree, a Class B misdemeanor, and harassment in the second degree, a violation.

He faces identical charges in Seneca County.

The arrests stem from separate complaints involving excessive text messages, emails and voicemails sent between Nov. 4 and mid-November.

In both cases, victims reported receiving numerous communications after telling Young to stop contacting them.

Investigators determined the volume and content of the communications caused emotional distress and material harm to the victims’ mental well-being.

Evidence, including electronic messages and supporting depositions, was reviewed with the respective district attorney’s offices.

Young responded to State Police Canandaigua Thursday after being advised of the pending charges.

He was taken into custody without incident, processed on the Ontario County charges and issued an appearance ticket for Town of Victor Court.

He was subsequently taken into custody by troopers assigned to State Police Waterloo for the Seneca County charges and transported to Seneca County Jail for centralized arraignment.

Orders of protection were requested in connection with the cases.
