CANDOR, NY — A woman was arrested on felony drunken driving charges after crashing her vehicle with three children inside on Feb. 7, 2026.
New York State Police at Owego arrested Bianca T. Mann, 32, of Candor, after receiving a report of a vehicle crash on Candor Hill Road in the town of Candor.
A trooper arrived to find a pick-up truck unoccupied against a set of trees.
The trooper learned that a passerby gave the driver and three children a ride to Dandy Mini Mart.
The trooper located Mann at Dandy Mini Mart and observed that she displayed characteristics associated with impairment.
Mann was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.
The children, ages 9, 6 and 1, were turned over to a sober third party.
Mann was arrested and transported to State Police Owego where her blood alcohol content was .22 percent.
Mann was charged with three counts of the class E felony of Aggravated Driving While Intoxicated with a Child Passenger Less than 16, known as Leandra’s Law.
Mann was processed and issued appearance tickets to Candor Town Court on Feb. 16, 2026.
