SALISBURY, NY — A 37-year-old man has been arrested on a felony charge of sexual conduct against a child.
Michael Kilbourne, of Salisbury, was arrested Feb. 4, 2026, by the New York State Police Bureau of Criminal Investigation in Herkimer on a charge of Course of Sexual Conduct Against a Child in the First Degree, a Class B felony.
Investigators received information Jan. 8, 2026, regarding a past sexual assault involving a child.
An investigation determined that Kilbourne allegedly engaged in sexual conduct with a victim under the age of eleven over the course of a year while at a private residence in the town of Salisbury.
Kilbourne was arraigned in CAP Court and remanded to the Herkimer County Correctional Facility in lieu of $20,000 cash bail, $40,000 bond, or a $40,000 partially secured bond.
He is scheduled to appear in Salisbury Town Court on Feb. 19, 2026, at 2:30 p.m.
