SOUTH WINDSOR, CT — Police arrested a Hartford woman on an active warrant stemming from a 2014 fraud incident.
Sandra Garcia, 61, of Hartford, was taken into custody Wednesday at 9:11 a.m. on charges of criminal attempt at larceny in the fifth degree and criminal attempt at forgery in the second degree.
The charges stem from a March 2014 incident in which Garcia allegedly attempted to pass a fraudulent check for approximately $988 at Savings Institute Bank and Trust at 1000 Sullivan Avenue.
Garcia was arrested by the Hartford Police Department and transferred to South Windsor police custody.
She was processed and released on a $10,000 non-surety bond.
Garcia is scheduled to appear in Manchester Superior Court on Feb. 18, 2026, at 9 a.m.
Man arrested on harassment charge in South Windsor

SOUTH WINDSOR, CT — Police arrested a Manchester man Wednesday on a harassment charge.
James D. Burr, 43, of Manchester, was taken into custody at 2:38 p.m. and charged with harassment in the first degree.
The charge stems from Burr allegedly sending multiple harassing text messages to a victim, including messages that referenced burning down the victim’s home and killing the victim and his family.
Burr was arrested in Manchester and processed.
He was held on a $55,000 surety bond and was scheduled to be presented in Manchester Superior Court Thursday at 9 a.m.
