Man arrested on stolen property charge in Fair Haven

FAIR HAVEN, VT — A Rutland man was arrested following an investigation into a stolen all-terrain vehicle.

Francis E. Flack, 43, was taken into custody Jan. 6 and charged with possession of stolen property.

Police attempted to stop an ATV operating erratically on Fourth Street on Dec. 2, 2025, at 10:15 p.m.

The ATV fled police up Scotch Hill Road and eluded the officer.

Police later located the ATV on Apple Tree Lane and impounded it.

On Dec. 14, 2025, while assisting New York State Police on another larceny investigation, Fair Haven police learned the ATV had been stolen from Hampton, New York.

Through investigation, police determined Flack had allegedly been operating the ATV during the incident in which he eluded the officer.

Flack had also previously resided at the home where the ATV was taken.

Flack was released on a citation to appear in Rutland District Court.
