Cummings was indicted by a grand jury on one count of criminal possession of a controlled substance in the third degree and one count of criminal sale of a controlled substance in the third degree, both Class B felonies.
Authorities said the investigation into possession and sales of narcotics began in July.
Cummings was processed and then transported to Steuben County Jail to await arraignment in Steuben County Court.
At the time of his arrest, police said Cummings was found to be in possession of a quantity of suspected methamphetamine.
The suspected methamphetamine will be sent to a lab for testing, and police said additional charges may be filed.
