RICHMOND, VT — A Montpelier woman was arrested on a DUI charge following a single-vehicle crash on Interstate 89 on January 26, 2026.
Troopers with Vermont State Police Williston were notified at approximately 3:54 p.m. of a vehicle that had slid off into the median on I-89 southbound near mile marker 76.
Upon arrival, troopers made contact with the operator, Colleen M. Hibbard, 59, of Montpelier.
Troopers observed multiple indicators of impairment from Hibbard and arrested her for suspicion of DUI following a roadside investigation.
Hibbard was transported to the Williston Barracks for processing.
She was released into the custody of a sober adult with a criminal citation to appear before Chittenden County Superior Court on February 12, 2026.
Hibbard is charged with DUI #1 Refusal.
