CRANSTON, RI — The ACI Investigations Unit charged a Cranston man as a fugitive from justice from the Commonwealth of Massachusetts on Jan. 23.
Franklin Baxter, 49, of Cranston, was arraigned in Third Division District Court and remanded to the custody of the Sheriffs Department.
Two men arrested on drug charges in Lincoln

LINCOLN, RI — Members of the Rhode Island State Police HIDTA Task Force arrested two Providence men on multiple drug charges on Jan. 27.
Jose Santiago Torres, 53, of Providence, was arrested for delivery of one ounce to one kilogram of a schedule II controlled substance – fentanyl to a police officer (3 counts); possession with the intent to deliver a schedule II controlled substance – fentanyl to a police officer (3 counts); delivery of one ounce to one kilogram of a schedule II controlled substance – cocaine to a police officer; possession with the intent to deliver a schedule II controlled substance – cocaine to a police officer; possession with the intent to deliver over 1 kilogram of a schedule II controlled substance – cocaine; possession with the intent to deliver a schedule II controlled substance – cocaine; possession with the intent to deliver one ounce to one kilogram of a schedule II controlled substance – fentanyl; possession with the intent to deliver a controlled substance – fentanyl; and controlled substance conspiracy (2 counts).
Members of the Violent Fugitive Task Force, the Intelligence Unit and Special Agents with the DEA Providence District Office assisted in the arrest.
Torres was processed at the Lincoln Barracks, special arraigned by a Justice of the Peace and turned over to the ACI Intake Center pending his morning arraignment in Sixth Division District Court.

Carreras Castro, 43, of Providence, was arrested for delivery of one ounce to one kilogram of a schedule II controlled substance – cocaine to a police officer (2 counts); possession with the intent to deliver a schedule II controlled substance – cocaine to a police officer (2 counts); possession with the intent to deliver over 1 kilogram of a schedule II controlled substance – cocaine; possession with the intent to deliver a schedule II controlled substance – cocaine; possession with the intent to deliver one ounce to one kilogram of a schedule II controlled substance – fentanyl; possession with the intent to deliver a controlled substance – fentanyl; and controlled substance conspiracy (2 counts).
Castro was processed at the Lincoln Barracks, special arraigned by a Justice of the Peace, and turned over to the ACI Intake Center pending his morning arraignment in Sixth Division District Court.
Joewie Laboy, 48, of Providence, was also arrested on Jan. 27 for possession of a schedule I-V controlled substance – fentanyl.
Laboy was processed at the Lincoln Barracks, special arraigned by a Justice of the Peace, and turned over to the ACI Intake Center pending his morning arraignment in Sixth Division District Court.
Man arrested on vandalism charge in Lincoln

LINCOLN, RI — Members of the Gaming Enforcement Unit arrested a Plymouth, Massachusetts man on a vandalism charge on Jan. 28.
Richard S. Altieri, 29, of Plymouth, Massachusetts, was arrested for one count of vandalism/malicious injury to property.
Altieri was processed at the Lincoln Barracks and released on $5,000 personal recognizance after an appearance in front of a Bail Commissioner.
Man arrested on fraud charges in Warwick

WARWICK, RI — Members of the Financial Crimes Unit arrested a Warwick man on fraud charges on Jan. 28.
Charles Hanrahan, 75, of Warwick, was arrested for obtaining property by false pretenses/personation over $10,000.00 and access to computer for fraudulent purposes.
Hanrahan was processed at State Police Headquarters, arraigned by a Justice of the Peace and released with a future Sixth District Court date.
Man arrested on domestic violence charges in Providence

PROVIDENCE, RI — Members of the Rhode Island Violent Fugitive Task Force arrested a Providence man on an affidavit and arrest warrant out of the Pawtucket Police Department on Jan. 28.
Celcilio Cabreja, 30, of Providence, was arrested for domestic violence – attempted breaking and entering and domestic violence – disorderly conduct.
