UTICA, NY — A 37-year-old man has been arrested for allegedly having inappropriate sexual contact with an underage female child in the Town of Camden.
The Oneida County Child Advocacy Center was notified by the Oneida County Sheriff’s Office of the incident earlier in January, according to Chief Deputy Derrick O’Meara, who is the Director of the Oneida County Child Advocacy Center.
Detective Alexis Perry of the Rome Police Department, who is assigned to the Child Advocacy Center, was assigned to the case.
Upon completion of the investigation, it was learned that Carlos J. Ortiz, of Camden, had subjected a female child less than 14 years old to sexual contact.
On Wednesday, Ortiz was located in Utica and was arrested by Detective Perry and Investigator Ryan Kelly of the Utica Police Department, who is also assigned to the Child Advocacy Center.
Ortiz was arraigned in CAP court and charged with sex abuse in the second degree, a class A misdemeanor, and endangering the welfare of a child, a class A misdemeanor.
Ortiz was remanded to the Oneida County Jail in lieu of $5,000 bail.
An order of protection has been issued on behalf of the victim and services have been offered to the child through the Child Advocacy Center.
