ELMIRA, NY — Two people were arrested as fugitives from justice after deputies encountered them while assisting with an unrelated warrant search.
Brian D. Grover, 40, and Stephanie L. Grover, 37, both of Elmira, were taken into custody on outstanding bench warrants from Tioga County, Pennsylvania, on the original charge of retail theft.
Chemung County Sheriff’s deputies were assisting New York State Police with locating a subject with a warrant in the city on Jan. 27, 2026, at about 10:48 a.m.
While at an address in the city, deputies came into contact with the Grovers.
Both subjects were checked for warrants and were found to have outstanding bench warrants through Tioga County in Pennsylvania.
The Grovers were arrested and processed as fugitives from justice.
They were arraigned by Elmira City Court and remanded to the Chemung County Jail awaiting extradition to Pennsylvania.
