Three arrested on warrants in South Windsor

SOUTH WINDSOR, CT — Police arrested three people on active warrants Thursday.

At 11:15 a.m., South Windsor Police arrested Tyreese V. Rubio-Beaulieu, 25, of Hartford, on charges of violation of a protective order and violation of a standing criminal protective order.

The charges stem from a November 2025 investigation in which police determined Rubio-Beaulieu used a Department of Corrections communication app to text a victim while incarcerated, violating a protective order and standing criminal protective order.

Rubio-Beaulieu was processed and presented at Manchester Superior Court on Friday, as he was already in state custody.

At 4:55 p.m., police arrested Mark L. Prelli, 44, of Canton, on a charge of criminal violation of a restraining order.

The charge stems from a Jan. 1 investigation in which police determined Prelli went to the residence of a protected person in violation of a restraining order.

Prelli turned himself in at police headquarters and was processed and released on a $3,000 non-surety bond.

He is scheduled to appear in Manchester Superior Court today at 9 a.m.

At 6:06 p.m., police arrested Danielle Urciullo, 41, of Berlin, on a charge of evading responsibility.

The charge stems from an October 2025 investigation in which police determined Urciullo struck a victim’s vehicle in the parking lot at 150 South Satellite Road and left the scene.

Urciullo was picked up at York Correctional Institute and transported to South Windsor Police Department, where she was processed and released on a $15,000 surety bond.

She is scheduled to appear in Manchester Superior Court on Monday, Feb. 9, at 9 a.m.
