Autopsy findings released in Broome County jail death

DICKINSON, NY — The Broome County Sheriff’s Office has released autopsy findings in the death of a woman who died within hours of entering the county jail in October.

Chelsey M. Davis, 38, of Port Dickinson, died on Oct. 8 at the Broome County Correctional Facility.

According to the Broome County Coroner’s autopsy report, Davis’ cause of death was listed as “Chronic Alcohol Use with Hepatic Cirrhosis,” with contributing factors listed as “hemorrhagic pancreas, cardiac hypertrophy, and atherosclerotic coronary disease.”

The toxicology report found no alcohol or controlled substances in her system at the time of her death.

Davis was remanded to the facility by the Town of Chenango Court on Oct. 8.

Following standard booking procedures, Davis received a full medical and substance abuse screening with correctional facility medical staff before being housed in the Medical Unit.

Over the next several hours, Davis was seen by medical staff two additional times, finding Davis responsive and not exhibiting any issues to indicate a medical emergency.

Twenty minutes after the third visit with medical staff, Davis experienced a medical emergency.

Corrections and medical staff responded and administered CPR and an AED, but were unable to revive her.

Both the internal investigation at the Broome County Correctional Facility and an investigation from the New York State Office of Attorney General found no clinical or administrative malfeasance by the corrections or medical staff.

The report from the New York State Commission on Corrections has not been completed.

The family released the autopsy findings with their approval.
