ROUSES POINT, NY — New York State Police have charged a Franklin County man with Criminal Impersonation in the Second Degree.

Corey E. Pannhurst, 35, of Constable, was arrested on January 17, 2026.

On November 5, at approximately 2:12 p.m., troopers were notified that a vehicle and traffic ticket had been issued to the wrong individual.

An investigation revealed that on March 1, at approximately 1:23 a.m., troopers conducted a traffic stop on a 2007 GMC traveling eastbound on Bridge Road in the Village of Rouses Point for a violation of a Vehicle and Traffic Law.

Troopers interviewed the driver, who provided a name and date of birth but was unable to produce a New York State driver’s license with a photograph.

Based on the information provided, a vehicle and traffic ticket was issued.

Further investigation determined the driver had provided false identifying information, resulting in the ticket being issued to the wrong individual.

The ticket was later presented in court, where troopers confirmed that the individual appearing before the judge was not the person who had been operating the vehicle.

Troopers continued the investigation and later identified the driver as Pannhurst.

Pannhurst was located and arrested.

He was transported to SP Malone for processing, arraigned in the Town of Champlain Court, and released on his own recognizance.
