MASSENA, NY — State Police have charged a Massena man with Criminal Obstruction of Breathing or Blood Circulation following a domestic incident.
Michael J. Regan, 36, of Massena, was arrested Jan. 9 after troopers responded to Highland Road in the town of Massena at approximately 7:31 p.m. for a report of a physical domestic dispute.
An investigation determined Regan and the victim were involved in a verbal argument that escalated into a physical altercation.
Police said Regan placed his hands around the victim’s neck and applied pressure.
Regan was transported to State Police barracks in Massena for processing.
He was arraigned in Massena Town Court and remanded to St. Lawrence County Jail in lieu of $500 cash bail.
