Man arrested on heroin charge in Franklin Borough

FRANKLIN BOROUGH, NJ — A man was arrested on a heroin possession charge following a traffic stop on Route 23 on the evening of Dec. 21.

Royston N. English, 43, of East Orange, was charged by Patrol Officer Jake Rotunda during the motor vehicle stop.

During the investigation, English told police he was operating for a rideshare service, though no passengers were in the vehicle at the time.

English stated he was transporting a single grocery bag to the Sussex County area for a client through the rideshare application.

A search of the vehicle revealed the bag contained heroin.

Patrol Officer Dylan Testa and Sgt. Robert Vander Ploeg assisted in the investigation.

English was charged with possession of heroin, a third-degree crime, in addition to related motor vehicle offenses.

He was issued a complaint summons and released pending an appearance in Sussex County Superior Court in accordance with the New Jersey Bail Reform Act.
