PENN YAN, NY — A man faces multiple charges following a traffic stop in the village on Jan. 2, 2026.
Russell J. Aliff, 38, of Penn Yan was arrested by Penn Yan police after officers initiated a traffic stop.
A Department of Motor Vehicles check showed the registration of the vehicle Aliff was operating was suspended for no insurance.
Police identified the driver as Aliff through his New York State identification card.
A DMV check revealed Aliff’s New York State operating privileges had been revoked for a prior DWI conviction.
Police also discovered Aliff had an interlock ignition device restriction and no such device was installed in the vehicle.
Aliff was charged with aggravated unlicensed operator in the second degree, operating while registration revoked, operating without an ignition interlock device, unlicensed operator and operating without insurance.
He was issued traffic tickets to appear in Penn Yan Village Court at a later date.
