Man arrested on home improvement charge in South Windsor

SOUTH WINDSOR, CT — South Windsor police arrested a Westbrook man on Monday on charges related to an incomplete home improvement job.

Eliezer Soto, 42, of Westbrook, was taken into custody at 1:05 p.m. on an active arrest warrant.

The charge stems from a September 2021 incident in which Soto agreed to do work at a residence in South Windsor and accepted payment but did not complete the work as advertised.

After a significant amount of time passed, Soto began to pay the victim back in small increments but did not pay the entire $8,000 owed.

During the investigation, police determined Soto and his business, Budget Fence LLC, did not have an active license with the state Department of Consumer Protection.

A warrant request was filed through the Attorney General’s Office and approved.

Soto was taken into custody by the Westport Police Department and transferred to South Windsor police, where he was processed and released on a $10,000 non-surety bond.

He is scheduled to appear in Manchester Superior Court on Jan. 7, 2026, at 9 a.m.
