Man arrested on drug charges in Bath

BATH, NY — A traffic stop for a loud exhaust led to the arrest of a 51-year-old man on multiple drug and other charges.

Joseph R. Saltsman, of Addison, was arrested by New York State Police following the stop in the town of Bath, Steuben County.

On Dec. 21 at approximately 11:42 p.m., a state trooper observed a 2016 Nissan traveling westbound on State Route 415 with a loud exhaust system.

A registration check revealed the registered owner had a suspended driver’s license, and a traffic stop was initiated.

During the investigation, the operator initially provided false identifying information.

The operator was later positively identified as Saltsman.

While interacting with Saltsman, troopers discovered a digital scale with residue, suspected controlled substances inside the vehicle, and additional suspected narcotics on the passenger-side floorboard.

Saltsman was taken into custody and transported to SP Bath for processing.

Saltsman was charged with criminal possession of a controlled substance 5th degree, a D felony; criminal possession of a controlled substance 7th degree, an A misdemeanor; criminal use of drug paraphernalia 2nd degree, an A misdemeanor; criminal impersonation 2nd degree, an A misdemeanor; obstructing governmental administration in the 2nd degree, an A misdemeanor; aggravated unlicensed operation of a motor vehicle in the 2nd degree, an unclassified misdemeanor; and additional vehicle and equipment violations.

Saltsman was remanded to the Steuben County Jail for CAP arraignment.
