MASSENA, NY — New York State Police arrested two people on drug charges following a traffic stop on Dec. 12.
Logan R. Decarr, 32, of Canton, was charged with criminal possession of a controlled substance 7th degree.
Katrina G. Stephenson, 34, of Canton, was charged with criminal possession of a controlled substance 7th degree (two counts), criminal possession of a controlled substance 3rd degree, criminal possession of a narcotic drug 4th degree and tampering with physical evidence.
At approximately 5:19 p.m., troopers observed a 2010 Ford Taurus traveling south on Grove Street in the village of Massena commit a vehicle and traffic law violation.
Troopers initiated a traffic stop and interviewed the driver, identified as Decarr, and the passenger, Stephenson.
While speaking with the occupants, troopers observed signs of suspicious activity.
K9 Garrow was deployed and conducted a free-air sniff of the exterior of the vehicle, during which he alerted to the presence of narcotics.
Both occupants were asked to exit the vehicle and were searched; no narcotics were located at that time.
A subsequent search of the vehicle led to the discovery of drug paraphernalia and narcotics.
Further investigation indicated Stephenson may have been concealing evidence.
A more extensive search was conducted, which determined Stephenson was hiding narcotics identified as fentanyl, along with smoking devices.
Decarr was released on an appearance ticket returnable to the Massena Village Court on a later date in January.
Stephenson was arraigned in the Town of Massena Court and released on her own recognizance.
