NORWALK, CT — A 52-year-old man was arrested following an hours-long standoff with police after allegedly violating a protective order.
Jeffrey Vigil, of Norwalk, was taken into custody at approximately 12:05 a.m. on December 14 after refusing to exit his residence at 89 Old Saugatuck Road.
Norwalk patrol officers responded to the address at 3:28 p.m. on December 13 to investigate a domestic dispute.
Officers interviewed a victim who reported that Vigil was violating an active no-contact protective order.
The investigation revealed that Vigil had returned to the residence following his arrest related to a domestic violence incident on December 10 in which he discharged a firearm and shot a dog inside the home.
The victim reported Vigil changed the locks to the residence and instructed the victim not to return or contact police.
Officers were unable to account for Vigil’s firearms which he was required to surrender under the protective order.
When officers responded to the residence, Vigil refused to exit the home or communicate with them.
Due to Vigil’s prior discharge of a firearm and the belief that multiple firearms remained unaccounted for within the home, the Norwalk Police Emergency Services Unit and Crisis Negotiators were requested to respond.
Crisis negotiators made repeated attempts to establish communication with Vigil and encouraged him to surrender peacefully.
While negotiations were ongoing, patrol officers applied for and obtained an arrest warrant for Vigil and a search warrant for the residence.
Despite continued negotiation efforts, Vigil repeatedly refused to surrender, yelled at officers, and remained inside the home.
Members of the Emergency Services Unit used multiple tactics in an effort to have Vigil safely exit the residence.
When those efforts were unsuccessful, Emergency Services Unit members entered the home.
Vigil was located on the second floor of the residence and was taken into custody without further incident.
During a subsequent search of the residence, officers located a large quantity of ammunition.
Vigil was charged on warrants with violation of a standing criminal protective order, two counts, and criminal lockout.
He was also charged at the scene with violation of a standing criminal protective order, criminal violation of a restraining order, and interfering with an officer.
Bond was set at $750,000 for the warrant charges and $250,000 for the on-scene charges.
Vigil was scheduled to appear in court on December 15.
