SOUTH WINDSOR, CT — Police arrested a 64-year-old man Monday after a woman reported she was inappropriately touched and prevented from leaving a residence while conducting door-to-door sales.
Charlie Phan, of South Windsor, was taken into custody at 4:22 p.m. Dec. 15.
Police responded to a South Windsor residence after receiving a report from a victim who said she was inappropriately touched and then not allowed to leave while doing door-to-door marketing sales for her employer.
Police identified Phan as the suspect.
He was charged with disorderly conduct, sexual assault in the fourth degree and unlawful restraint in the second degree.
Phan was processed and released on a $5,000 non-surety bond.
He is scheduled to appear in Manchester Superior Court on Dec. 17 at 9 a.m.
