ROME, NY — A man was arrested following a burglary investigation on Mill Street on Friday night.
Officers from the Rome Police Department were conducting proactive patrols in the area of 135 Mill Street at approximately 10:16 p.m. when they observed footprints leading toward the rear of the building.
Officers followed the tracks and located an individual inside the property.
After a brief foot pursuit, the subject was detained without further incident.
Frank J. Phelps, 40, of Rome, was charged with burglary in the third degree.
Phelps was transported to Oneida County Jail for arraignment.
