ROCKINGHAM, VT — A Connecticut man was cited for excessive speed after being clocked driving nearly 40 mph over the posted limit.
Paul J. Dowd, 56, of Avon, Connecticut, was stopped by the Windham County Sheriff’s Office at approximately 11:51 a.m. on Nov. 25.
Sgt. Norton observed Dowd’s vehicle traveling 89 mph in a posted 50 mph speed zone on Rockingham Road.
Dowd was released from the scene on a citation to appear in Windham Superior Court, Criminal Division, on Feb. 24, 2026.
He was also issued a traffic ticket for the civil speeding violation.
