Man arrested on rape charge in Mexico

MEXICO, NY — State police have arrested a Fulton man following the sexual assault of a juvenile female early Tuesday morning.

Emmanuel J. Dunbar, 39, of Fulton, was charged with first-degree rape, second-degree rape, second-degree unlawful imprisonment, endangering the welfare of a child, two counts of criminal possession of a narcotic drug and criminal possession of a controlled substance.

A family member discovered the victim had left her residence and checked a nearby area the victim was known to frequent, according to state police.

The family member found a vehicle parked nearby and approached while calling out for the victim.

The vehicle drove away.

The victim was located moments later and reported she had been forcibly sexually assaulted.

State police responded and began an investigation.

A license plate number provided to responding units led law enforcement to the suspect vehicle.

Deputies from the Oswego County Sheriff’s Office located the vehicle and attempted a traffic stop.

The operator failed to comply and continued driving to a residence in Fulton, where he briefly fled on foot before being taken into custody.

Dunbar is being held at the Oswego County Jail without bail due to two prior felony convictions.

The victim was transported to Upstate University Hospital in Syracuse, where a forensic exam was completed.

She has since been discharged.
