Two arrested after traffic stop in Killington

KILLINGTON, VT — Killington Police arrested two people following a traffic stop on Nov. 7.

Police stopped a vehicle for multiple motor vehicle violations including speeding, failure to maintain lane and failure to use directional signals.

The operator was identified as Stephen McDougall, 49, of Methuen, Massachusetts.

While speaking with McDougall, police identified several signs of impairment.

McDougall participated in field sobriety exercises and was placed under arrest for suspicion of DUI.

During the field sobriety exercises, McDougall’s passenger, Kimberly Locicero, 48, of Methuen, Massachusetts, exited the vehicle and began to interfere with the officer’s investigation.

Despite several warnings to return to the vehicle, Locicero ignored commands and approached the officer.

Locicero was placed under arrest for disorderly conduct and issued a citation to appear in court on Dec. 29 at 10 a.m.

McDougall was processed for DUI and refused to provide an evidentiary breath sample.

McDougall was released with a citation to appear in court on Nov. 24 at 10 a.m.

Corporal M. Busier made the arrests.
